This bill creates the Executive Office of Health and Policy to consolidate and reorganize several existing state health-related departments. The bill establishes a new cabinet-level agency led by a Secretary of Health and Policy, appointed by the Governor and confirmed by the legislature, who will oversee five component departments: Health Financing, Public Health, Aging, Intellectual and Related Disabilities, and Behavioral Health. The Secretary will be responsible for developing a comprehensive State Health Services Plan, coordinating administrative services across departments, requiring data sharing, and establishing a health planning advisory committee. The bill transfers existing functions and personnel from the current Departments of Health and Human Services, Public Health, Aging, Disabilities and Special Needs, Mental Health, and Alcohol and Other Drug Abuse Services into this new unified office. This reorganization aims to create a more coordinated and efficient approach to delivering health services in South Carolina, with the Secretary having oversight and policy-making authority across these previously separate agencies. The transition will occur in the 2025-2026 fiscal year, with existing department directors initially serving in interim roles within the new organizational structure.
