This bill advances health equity by establishing a comprehensive framework to address health disparities and promote equitable access to healthcare across Massachusetts. It creates an Executive Office of Equity with a Secretary of Equity responsible for developing strategic plans to reduce inequities across state government, including establishing data collection and reporting standards that highlight disparities. The bill establishes a special commission to identify priority health inequities, set measurable benchmarks, and develop accountability mechanisms for addressing these disparities. Key provisions include creating Health Equity Zones in geographic areas with significant health disparities, mandating health equity continuing education for healthcare professionals, and expanding healthcare coverage for immigrant populations. The bill also requires various state agencies and health organizations to incorporate health equity considerations into their operations, such as diversifying board compositions, implementing equity-focused hiring and retention initiatives, and developing strategies to reduce disparities in health outcomes across different racial, ethnic, and socioeconomic groups. Additionally, the legislation provides funding and support for safety net hospitals and community providers serving predominantly Medicaid populations, and establishes mechanisms to track and report on progress toward achieving health equity goals.
