For legislation to establish a special commission (including members of the General Court) to study the costs and benefits that existing certificate of need laws impose on the Commonwealth’s healthcare system. Health Care Financing. The commission shall examine the costs and benefits that existing certificate of need laws impose on the commonwealth’s healthcare system. Factors to be considered include, but are not limited to: access to healthcare, such as the number of hospitals per capita, the number of hospital beds per capita, the number of dialysis clinics, and the number of ambulatory surgical centers; quality of healthcare services received, such as mortality rate following heart attacks, heart failure, and pneumonia, as well as the number of post-surgery complications; and the cost of healthcare services, such as the cost per medical procedure, and healthcare spending per patient.
