Factors to be considered include, but are not limited to: access to healthcare, such as the number of hospitals per capita, the number of hospital beds per capita, the number of dialysis clinics, and the number of ambulatory surgical centers; quality of healthcare services received, such as mortality rate following heart attacks, heart failure, and pneumonia, as well as the number of post-surgery complications; and the cost of healthcare services, such as the cost per medical procedure, and healthcare spending per patient.
