Statutes provide that a health benefit plan that covers a large group in Delaware shall not deny, exclude or limit benefits for a covered individual because of a preexisting condition. Statutes regulate rate setting and prohibit a carrier offering a large group health benefit plan from requiring an individual to pay a greater premium on the basis of any health status-related factor.
