Statutes create the Delaware Health Information Network and its powers and duties, which includes developing and maintaining a community based health information network to facilitate communication of financial information designed to create efficiencies in health care costs and provide reliable information to health care consumers regarding quality and cost effectiveness of health care, health plans, and health care providers. The Network is also designed to promote efficiencies in the healthcare delivery system, provide a reliable health information exchange to authorized users and improve the quality of health care by providing treatment and cost data so that patients, providers and payers can make informed and timely decisions about health care. The statutes also provide immunity from antitrust or unfair competition liability based on membership participation in the DHIN.
