Establishes a demonstration project to offer telemedicine as a Medicaid-covered service at federally qualified community health centers, which does not require in-person contact for health care services that otherwise would be eligible for reimbursement under the state Medicaid plan program. Establishes rates for cost reimbursement for telemedicine services provided to participants under the demonatration.
