This bill which is designated as the “New Jersey Health Insurance Marketplace Act,” creates a Statewide health insurance marketplace pursuant to the federal “Patient Protection and Affordable Care Act,” Pub.L.111-148, as amended by the “Health Care and Education Reconciliation Act of 2010,” Pub.L.111-152 (“the federal act”). The exchange operating in the State currently is operated by the Federal Government. This bill would create a framework for the State to operate its own exchange. The board is to facilitate the purchase, through the marketplace, of coverage under health benefits plans certified and offered by the marketplace (“qualified plans”), at affordable prices, by persons enrolled in the marketplace (“enrollees”).
