This bill makes various revisions to the regulation of health service corporations in New Jersey. The bill clarifies the charitable mission of health service corporations, revises the membership of their board of directors, establishes a process to determine an appropriate, efficient level of surplus, and requires the reduction of surplus that exceeds this efficient range. The bill also requires health service corporations to file information similar to IRS Form 990 and mandates the Department of Banking and Insurance (DOBI) to publish the annual financial statements of insurers on its website. The provisions defining the charitable mission, requiring the Form 990 filing, and mandating DOBI to post financial statements take effect immediately, while the remaining provisions regarding the board of directors and surplus determination process take effect on February 1, 2018.
