LONG TERM CARE INSURANCE EDUCATION: would amend NY Elder Law to require the Director, in consultation with the Commissioner of Health, to establish a program that provides comprehensive, objective, locally-based information on long term care options, insurance, and insurance providers. The program would be named “NY Connects: Choices for Long Term Care.” The bill would also amend NY Insurance Law to prohibit long term care contracts rate increases, during the duration of the policy or certificate, unless the superintendent approves it and it doesn’t the greater of (i) 3% or (ii) the consumer price index change, as published by the Bureau of Statistics.
