The Department is required to adopt a model protocol and forms for recording all patient diagnosis, care and treatment at each State-operated facility for the mentally ill and for persons with developmental disabilities under the jurisdiction of the Department. The purpose of this is to receive and provide the highest possible quality of humane and rehabilitative care and treatment to all persons admitted or committed or transferred.
