Establishing a committee to study an all-payer system of insurance for hospital services.

Relative to the prescription drug affordability board. This bill clarifies the definition of manufacturer and pricing unit for purposes of the prescription drug affordability board; expands the ability of alternates to sit on the prescription drug affordability board; changes the executive director position from a classified to unclassified position; clarifies the board’s authority to assess fees; establishes a dedicated fund to support the board; and establishes a criminal penalty for violation of confidentiality requirements.

This bill requires an employee leasing companies (ELC) working under written contract with a hospital and providing direct patient care as part of the hospital’s services to provide an itemized billing statement to a patient for medical services provided; requires an ELC that bills a self-pay patient to accept payment in full for amounts generally billed by a hospital for medical services; and requires a hospital to annually report its financial relationship and other information about its affiliation with an ELC.

Requiring health care providers to provide cost quotes for non-emergency services. This bill requires health care providers to provide a cost quote for non-emergency medical services offered to a patient.

Relative to direct payment and membership-based health care facilities. This bill exempts facilities operating with membership-based or direct payment business models from certain special licensing provisions.
