Clarifies reimbursement for services provided through telehealth via an interactive telecommunications system. Defines “interactive telecommunications system”. Clarifies that, for services furnished for purposes of diagnosis, evaluation, or treatment of a mental health disorder to a patient in the patient’s home, interactive telecommunications may include audio-only communication in certain circumstances.

SB 324

Requires persons who offer, operate, manage, or administer health care cost-sharing arrangements to make certain disclosures to the Insurance Commissioner. Establishes penalties for persons that fail to comply with the disclosure requirements. Requires the Insurance Commissioner to report to the Legislature.

SB 1238

Establishes the Kupuna Rural Health Care Pilot Program within the Executive Office on Aging of the Department of Health to improve access to care in rural areas of Hawaiʻi County and expand broadband internet access, provide at-home visits, and ground transportation for in-person health care services. Requires a report to the Legislature. Appropriates funds.

Expands the definition of “private entity” to include business organizations that are authorized to transact business in the State, including nonprofit management entities that have a certificate of need or license to operate one or more community hospitals or hospitals serving a rural population licensed under the laws of any state. Beginning January 1, 2024, requires the Chief Executive Officer of the Hawaiʻi Health Systems Corporation or the Chief Executive Officer’s designee, before entering into any new agreement or modifying or terminating any existing agreement, to provide written comments to the Governor.
