This bill would trigger a Section 1332 State Innovation Waiver application to CMS. It would add a reinsurance program, the Wisconsin Healthcare Stability Plan, which, if approved, will pay insurers up to 80% of that part of claims totaling more than $50,000 but less than $250,000 using public money. Insurers get no aid for claim portions exceeding $250,000. The state will pay about $50 million of the $200 million annual cost of the program, with the rest (roughly 75%) coming from the federal government in pass-through funds.
