To amend the code of laws of South Carolina, 1976, by adding section 44-61-170 so as to establish requirements for emergency service system billing and insurance coverage practices applicable to out-of-network emergency medical service providers; and to amend section 44-61-20, as amended, relating to definitions used in the Emergency Medical Services Act, so as to add a definition for “insurer”.
