Establishes a step therapy protocol and override for prescription drug coverage. Doctor may only override if: (1) the health plan’s step-therapy regime would hurt the patient; (2) the patient has followed the plan’s protocol but it failed; or (3) an alternative drug is prescribed and helping the patient, but she changes insurance plans.
