PROVIDES RELATIVE TO THE REGULATION OF PHARMACY BENEFIT MANAGERS: Prohibits PBM network contract provisions that prohibit pharmacist from disclosing any relevant information to a consumer, including but not limited to the cost of the prescription medication, actual reimbursement of the drug to the pharmacist, efficacy of the prescription medication, and the availability of any alternative medications that are less expensive than the prescription medication and requires certain actions by pharmacy benefit managers after a successful appeal of a maximum allowable cost for a specific drug. A pharmacy benefit manager or person acting on behalf of a pharmacy benefit manager shall not reimburse a pharmacy or pharmacist in Louisiana an amount less than the amount that the pharmacy benefit manager reimburses an affiliate of the pharmacy benefit manager for providing the same services.  Sets restrictions when a pharmacy benefit manager can establish a Maximum Allowable Cost (MAC) and sets requirements for appeals process by pharmacies.
