To amend the code of laws of South Carolina, 1976, by adding Article 9 to Chapter 6, Title 44 so as to enact the “South Carolina Access to Health Care Act” to direct the State Department of Health and Human Services to design health care coverage program comparable to the Arkansas option, by accepting federal funds , to provide that the program is contingent upon the appropriate approvals of the program designed by the United States Dept. of Health and Human Services, and further provide that the program is contingent upon specified levels of federal health care funding, and to provide that the state assumes no obligation to any private insurance carrier participating in the program other than the payment of premiums as allowed pursuant to the South Carolina Access to Health Care Act.
